91 Evinrude Carb Cover Low Speed Needle

I just bought a new carb cover assembly for my 15hp (the old one was cracked, thereby making engine idle erratically). In cleaning and replacing everything, I noticed the new cover kit came with two different low speed needles. I proceeded to use the one that looked about the same as the old one. It is brass and about 2.5 inches long with a point on the end. (The other one I didn't use is silver and shorter with a flat head screw slot on the end). In my carb rebuild kit, it came with a new red "nut" that goes in the slot the low speed screws into. As I was attempting to screw the low speed in to seat it, it became increasingly hard to screw after about two turns. I had to use a pair of pliers to screw it all the way in and it was very difficult. I'm not sure if that is normal or if I'm missing something. It just didn't screw in smoothly like it should. Very tight. There's only the low speed needle and the red nut or is there something I'm missing? Thanks. Also, should I screw the low speed needle in before screwing down the new cover? I reassembled the carb and put it back on motor before I attempted screwing in the low speed and I'm wondering if that is the problem...
