91 sunbird, 3.0 cobra outdrive, fuel gauge

this really has nothing to do with the outdrive. My fuel guage is really messed up and i can figure it out. When i turn the key the neadle drops down more than at rest. I am getting 31.8 ohms with a fuel tank at the sending unit. When all is hooked up, if i touch a test light to the pink signal wire on the gauge the needle moves. its got to be some sort of a greound. Please help.

start by making sure the ground wire to the tank has good connections at both ends

then start by making sure the signal wire (pink) has good connections and continuity on both ends

then if the gauge is still funky, run a separate test wire

if that fails, then either the sender or the gauge is bad
