'91 Tracker DeepV-16 Throttle Assembly

I bought this boat used. Had a 40 Merc on it which I hated,,,had no way to start it except at idle speed, which was very hard to do....no way to increase the RPM from idle without putting it in gear....a real hassle every time i put it in the water....started and ran great after it was warm but a major ordeal right of the trailer. SO...about 4 yr ago I swapped out a 70 Johnson for the Merc. It has a little lever that allows increasing the RPM while in neutral. Problem solved. Now that assembly has worn out I think. I have NO sensitivity in the throttle control. Once in gear, I have to push the throttle almost all the way forward to get RPM to go up and practically tear the thing off its mounting pushing so hard forward to get full speed...didn't used to be like that. I had my mechanic, who is a smart guy and a fisherman/boat owner, look at it and he says it is worn out and unable to be adjusted to fix that problem.
FINALLY the question....WHAT IS THE BEST/EASIEST/CHEAPEST WAY FOR ME TO FIX THIS PROBLEM?
