Did the compression testing myself using the instruction on this website (awesome for information). All three cylinders are at 115 psi and based on the posts here there are no true ratings as long as the high and low are within 5% of each other.

The motor is a 92, however I have a manual that goes up to 91. is there that much difference that i would need to get an 92 manual?

Also when I run it with water clips on for a will, and I shut it down, I noticed after I put the boat away that there was a small spot of water about 2 inches in diameter under the lower unit, however it contained black film, Im assuming this is just carb dust because it didn't smell or feel like oil?

Any thoughts?

The 91' Manual will work fine for most service needs. Pretty much the same from 89'-93'. What you are seeing on the ground after running on the muffs is unburned fuel/oil. Nothing to worry about. That's normal...Compression looks good, too..

You are lucky that is all the oil in your puddle of water I have seen much more and that is normal.
