92 Evinrude wont run with motor cover on

I have a 1992 25 horse power Evinrude runs great with motor cover off but when I put the motor cover on bogs down and stalls can yall help

Sounds like a bad exhaust leak.

might be that the cover clip is shorting out the sparkplug wires, or your base gasket has deteriorated and you are leaking exhaust fumes or the air inlet on the cover is stuffed.

Check the air inlet on the cover

Is the cover original to the motor? In the late 1980s, they moved the air inlet to the rear of the cowling. They closed up the hole in the belly pan. If you have an older cowling on a your 1992, it may not be breathing.

Lacking that, I'd be looking for an exhaust leak.
