92 mercury 75hp blowing starter/tilt fuse

hello, I am working on 1992 merc 75hp. it sometimes blows the 20 amp fuse while running. I am having a hard time duplicating it enough to diagnose. while on the trailer I can start it over and over, work the tilt and choke. But sometimes running in the river it blows the fuse. I have checked all the wiring for chaffing and think possible rectifier problem or stator? it is charging 14.5v when tested with a dvom. so it seems ok. I haven't tested it running in the river under load.
Anybody got ideas?

I would expect the prime culprit to be the Ign accessory (purple) wire shorting to the ground wire (black) or engine block.
