'93 225 Johnson Charging Problem

My '93 Johnson 225 has developed a charging probem. While out yesterday the dash mounted voltmeter was reading 17 volts. I switched batteries and still had 17 volts. I am thinking the problem is the voltage regualator.<br /><br />I will confirm the volt readings with a digital meter. Any input on troubleshooting or part replacement recommendations would be appreciated.

Checked the voltage readings with a digital meter. Had 13.65 at the engine block while idling. My dash mounted voltmeter was still reading 17 volts. Checked actual voltage at gauge and foubd it to be close to the voltage at the engine. <br /><br />Have ordered a new gauge.
