'93 3.0 cobra starter question

I'm posting this for a friend. His boat is a 91 Renken 19' cuddy 3.0 cobra with a broken starter bolt. He brought the boat in to have the starter checked and the dealer tells him a bolt is broken and the engine has to be removed to fix it, quoted him $1000 for that???
I'm thinking there is some splash wall around the engine compartment that maybe is in the way....but my friend claims the dog house sits flush on the floor. My other thought is that the bolt is broken flush with the block surface and needs to be drilled and removed with an ez out type extractor, and may not be able to do this with the engine in the boat because of limited space. I just cant see engine removal for this and too me it shouldnt be more than a couple of hours in the driveway and a box of beer! Anyhow, the boat is still in winter storage but I told him I'd run it by the forum and see what others may think.

Ayuh,... It takes me less than a 1/2 hour to pull the motor, 'n I wouldn't attempt to pull that bolt, Without pullin' the motor...
Workin' Blind, yer more apt to do more damage...

But, Hey,... Go for it,....
Then come back, 'n tell Us how it went...

Bond-o, your advice is golden and appreciated! If you suggest/feel the motor has to come out then guess what???out she comes!! I have had a couple of my mercruiser engines out..took my time and extra careful but all went well...is there that much difference with omc? I'll have my buddy pick up a manual of course.

Ayuh,... I don't do OMCs, but I'm pretty sure it goes 'bout the same,....

Pull the drive, then the motor...
Drop the motor back in, align it, then the drive back on...

I'd try to remove it first.
After it breaks(the bolt) from the stress, all the pressure is relieved and it just might be finger tight.
At my shop years ago we did the same job.Pulled the motor and found it came out with a regular screwdriver.
I use an angle drill and LOTSSSS of patients.
Get in there with lots of light and a good mirror.
It can be done.

Thanx for the tips!! I hope just the head of the bolt snapped and there is enough of a stub to get a hold of.
