93 MARINER 115HP T&T MOTOR RUNS NO UP OR DOWN

Stored motor w/prop down over winter, now the trim/tilt motor runs but no up or down. To raise the motor the pressure release had to be turned when the motor gets about 3 quarters up,(ram OK?) but still nothing with the pressure release shut and resivoir full, so it would seem the ram is allright since I had to use the pressure release to raise the motor, is there a way to see if the pump is working?? i had same problem with my 1990 merc 90, turns out i needed fluid
