94 50hp carb problems

I rebuilt my carbs and now on the lower carb i have gas coming out the top plate when i pump the ball on the gas line and when it is running and on fast idle it will stay at 1500 rpm and then go to 4000 rpm on its own and stays there.Even if you take it out of fast idle it doesn't slow down and wont shut off if i turn key to off.

YOU HAVE A RUN AWAY MOTOR, sounds like the float is out of adjustment and not closing the needle valve, so the fuel pump is dumping fuel into the carb, running it over.

I took my carbs back apart and then compared old floats to the new ones.I had the new one were it was level when it was held upside down and a three quarter gap right side up.The old ones were not level when held upside down. Should i just use the old ones?
