'94 Evinrude V4 90 starter problem

Boat has not been in the water for two years.

Yesterday was the first day I started it starter turned over great. Then after playing with it a bit nothing. Click Click. Later it would spin, but not fast enough to engage the flywheel.

Today I cleaned all the terminals on the starter and solenoid and it worked great. Now I just tried it and exact same thing. Click or it would spin slowly.

Ideas?

clean all the terminals....battery also....make sure the grounds are clean also....

take the cables off clean with a scotch brite pad shine them...make sure all grounds are clean also....

clean the terminal ends till they shine using the scotch pad....then try .....

make sure battery is up to par also...take it to be load tested at a auto parts store...

you can jump the starter also...hook the positive to the starter stud and - to ground....then hook to battery..see if it cranks...if cranks slow with a full charged battery..you want to rebuild the starter...easy job...
