94 Johnson 48 SPL carb question

Could someone advise if the butterfly on these carbs are to be horizontal (wide open) when it is at full throttle?

Also if not how do you adjust?

Here is my story. I bought this motor a couple years ago, it had not been run for a couple years. I bought carb kits and had it rebuilt and then took it to a shop to have linked and sinc'd. They replaced an electrical part i did not need with out asking, and i have been having trouble getting it to full speed since.

I checked compression, spark jump, new plugs, new fuel lines, new fuel pump, cleaned the carbs again - still can not get it to run full speed.

This is gone on for a couple years - i try something think its fixed, take it on the lake and the same issues. It does run full speed if i hold in the choke.

would appreciate your help - would like to get some fishing in

The throttle plates should be horizontal at WOT. Have you got a service manual? The procedure to get them there at WOT is in the manual and part of the link and sync process. Way to much typing to put it down here. Best of luck. Rick.

I have a manual (its not the OEM one). Just started to read through the process. I see the one linkage is supposed to be 7 13/16, it is 7 15/16. I am wondering if i mess with things, should have I the timing adjusted, and it mentions with a specific wheel in a tank - i don't have that, maybe its time to take into the shop? or can i skip the timing?

I rebuilt the carbs and started through the link and sinc process before, and i didn't have the tools to do it - that's what started my problem and it appears the shop screwed it up. If i take in it will take it be to a different shop.
