I have a 94 johnson 15hp that is flooding out not running long at all. It seems almost like it may be starving for fuel but when I pulled the plugs they are wet both of them. It also is very hard to get the motor to crank back actually I have not been able to get it to restart. The carb has been rebuilt but I need to make sure the float is set right. When I turn the carb upside down should the float be level or higher or lower as far as the setting goes when you look at it upside down. Your help is greatly appreciated.
