'95 200HP, XRI will not idle down in neutral

Recently had engine tuned, but going from 75% forward throttle to Neutral detent, will not go to idle speed and remains in gear. Kill the ignition switch and restart, then iidling too high but does go to "neutral" gear. Engage either forward or reverse and the problem persists.

I'd pop the cowling and see if the linkage in the engine follows the remote or is binding. Would disconnect remote linkage at engine and see if it moves smoothly with the remote, then move the engine linkage with the remote disconnected and see if it follows your movement Expect shifting problems over 1k rpm. Idle on that engine should be around 675 in F gear boat moving slowly. Course if you are having injection system problems, can't help with that......I'm a carb guy.
