'95 Johnson 150 Carb Rebuild - Copy questions

So I decided to rebuild the carbs after receiving all the info from my previous posts. This is my first post and Im still learning parts names and how the engine components work. When I first removed them and cleaned them, I did not bother with the metal, I removed each carb and disassembled all parts and gaskets, spray with carbclean and aired out with compressed air. Cleaned out some grit, for the most part, it was pretty clean. I did one at a time so when I was finished I put them back on, then started to troubleshoot the motor again (fails to start) Still the same issue, took a while for the oil to mix in with the gas. I tried to see if I had to manually pump the gas with the primer in order for her to start, still nothing.
This is what I have done so far while trying to get her to run. (1) replaced the water pump assembly (2) replaced filter, fuel line, tank, primer bulb, drained the lines attached to motor, changed the oil, replaced battery. (3) hooked up water, started her up, 20-30 sec run then shut off, started up again for a couple seconds then off. Went and bought some seafoam (spray and gas additive) she started back up for about 15 sec then shut off. tried this a few more times with results getting shorter and no run. (4) Did compression test: 4 around 104 and 2 around 96, all sparks and good plugs n wires. (5) took apart carbs and cleaned **current posting** and now I am going to rebuild them. I hope that this rebuild it the key to starting her up but I would love any input.
After rebuilding the carbs I tried to get her to start up and while manually pumping the primer, I would see fuel dripping out the bottom 4 big airholes, Should this be happening? The way I understood it was I pump the fuel and the float needles stop the fuel and the primer gets hard, Am I at risk of flooding my engine, how will I know when I have flood the engine? Thanks in advance!

After you're done rebuilding, see if it's still doing that.
Did you have a look at the fuel pump and diaphram while you were at it? I didn't see it mentioned, but it's definitely an area to focus a little attention on. Have you done a spark test to verify that you are, indeed, getting good spark all the way around?

Cancel that, carb build put on hold, sprayed seafoam over night came out next afternoon and she turned right on, ran for good five minutes so the seafoam in the gas tank would run through the lines. Shut her off for a few then restarted her until the smoke settled down. I did notice the top water hole (between the two exhaust) was not spewing too much water, the rest were funtioning fine and I could see mudd dauber nest pieces flowing out.
