96' 130 evinrude problems

Need some advise on what to check next, here is the scoop, on a trip back from fishing running full out the motor lost rpm from 5500 to about 4300 and would surge once in a while but nothing else. I brought it home and found a bad spark plug wire so I replace all wires and plugs with new. Took it out, same problem will not go above 4300 rpm, changed fuel filter and installed new repair kit in the fuel pump. Tried it again same thing, (primer bulb is not going flat and if I pump it there is no difference). This time I changed all 4 coils and tried it again, still the exact same problem. I have checked the compression and it's good on all cylinders. I have ordered 4 kits to rebuild the carbs but not sure what else to look for.

Any advise would be appreciated, also what should I expect when I rebuild the carbs, I have a good manual and it looks straight forward.

A "surging" motor is usually a fuel starvation problem so, I'd say you're on the right track with the carb kits. You might also check your fuel tanks for proper venting and/or an air leak in the fuel line.

I have check all fuel lines and the tank, all seem to be good with no leaks so I guess it's the carbs next. Anything special I should know about the carb cleaning and kit install?

Nope, nothing "special". Just take your time and do a really thorough job. Get some quality carb cleaner and don't spare it. If you have compressed air, blow out the cab completely as you go. Pay attention to the sequence of components as you disassemble the carbs, take pictures if you need to, take notes to. Be patient and pay attention to details and you'll be fine. Ask for help here if you need it and keep us posted.

is it best to set all adjustment screws in the carb as i find them? By that I mean counting revolutions and reinstalling at same level?

You may not have any adjustment screws but, if you do, turn them in until they stop, and back them out about 1 and 1/2 turns. Make absolutely sure that any adjustments made on one carb are repeated exactly on the others. If you're sure that no one has messed with them recently, then put them all back the way they are now.
