96 70 evinrude lack of power

a buddy of mine has a 70 horse evinrude with intermittent problem. The motor will run fine somedays and others it will not reach top end and it feels like it looses a cylinder for a second and then comes right back. tried squeezing primer but no change.

I had same problem on an older 75hp Johnson. Some days, felt like a cylinder was cutting in and out. Was an intermittent coil on one cylinder. The coil continuity tested good, but was breaking down under load.
