Check the linkage to the timer base, and make sure the timer base isn't sticking.

The throttle linkage looks like two teardrops stacked on top of each other. The bottom teardrop goes to the cable, the top teardrop connects to the timer base. The timer base sits under the flywheel and rotates to advance the timing. There should be a metal rod that connects the top of the teardrop arm to the timer-base arm.

That's about the best I'm going to do for descriptions. I'll see if I can find a picture someplace.

Best I could do - It'll look something like this:

un hook your control cable and cycle your throttle assembly
watch your timer link its up high by flywheel and your timer base that the rod is hooked to ,is moving smoothly with your throttle ,also look for a wire thats cacthing your throttle assembly ,check to see if you throttle is going al the way back to the stop for idle if all is good and smooth check you throttle
cable and possibly link and sink if ya have manual .that you will need if you keep your outboard. factory is best on manual
you can get here on iboats,
