96 force 50hp.. impeller working?

I just bought the motor and needed a lower. Picked up a used one and replaced the impeller. Once I got it running I noticed the water coming out was spraying rather then peeing. The motor did not have a lu when I bought it so I dont know what the water discharge looked like before.I have changed many impellers and I am pretty positive everything was lined up correctly. Water coming out is not very hot.

Two things come to mind. At what rpm does the spraying start? Mine will spray at about 4k. And two, is there anything to constrict water flow(like putting your thumb over the end of a hose). Take off the t-stat cover, there should be a hole in front of the t-stat. This is a water bypass refief port, should go directly to the holes on the back of your leg. Stick in a piece of weedeater cord to free any debris.

I am going to take covers off. I blew some compressed air in where the water comes out. The water starts to come out at idle but I am use to seeing a steady stream of water on most of my other outboards but this motor kinda sprays. I am not sure if other force outboards are like this or if I need to address it.Thanks
