I have a 96 johnson venum 200 hp on a bass boat with an permanent fuel tank. First time out since last summer, engine started fine. About 5 seconds after acceleration check engine light comes on and 5-10 seconds after that loss of power. I could accelerate to 45-50 mph then began surging in engine power. Engine would maintain a constant 25-30 mph. Owners manual says this light means a fuel restriction, which makes since because during power loss I could pump fuel bulb and get more power. My question is at what point in the fuel line system is the check engine sensor located, or I need a suggestion on where to start looking for a leak.

Note: A local (9.9 hp) mechanic looked at my engine. He installed new plugs, check fuel filter for obstruction, and checked the 2 lower carbs, and found them clean with no plugged jets.
