'97 4.3L Fuel Pump R&R question

Was helping a friend with a fuel starvation issue on one of his motors on a twin 1997 Volvo-Penta 4.3L cruiser and we changed out the fuel pump and relay. While connecting the fuel line on top of the pump that feeds the carberator on top, the portion with the plastic female connector or basically the whole center, began to spin around internally with reference to the pump body? Is this right? Or has this damaged the new pump guts? The pump wouldn't produce fuel into a pickle jar when cranking several times with a full filter. Also couldn't really crank down the connector to the pump without it spinning? Had to crank it pretty good to remove it from the old pump with no issues.

Any experiences/thoughts would be appreciated on whether this is right or has done damage to the new pump.

Follow up...no issue.The no pump/fuel supply issue turned out to be the short hot jumper wire on the back of the alternator had come off due to the stud it screws onto broke off most likely from being torqued too tight eventually breaking from motor vibration.

These pumps will not get voltage to run until you hit the start phase on the ignition and the motor fires up, basically receives voltage signal from the alternator to the pump relay but you'll still read 12v to the relay plug itself when just turning the key to on.
