97 70hp johnson low speed jet adjustment

Rebuilt carbs going to the lake Sat. need to fine tune carbs and forgot the low speed jet settings.
I know to lightly seat the each screw but how many turns out to start with? An how to adjust each carb. in which order?

Initial setting is 2 3/4 out from seat. Finial adjustment is done in the water. Find the setting on each carb where it runs best.

Ok got to the lake and tried to adjusts carbs.... lightly seated each screw and backed out 2 3/4 turns then started motor.... after it warmed up put it in gear and turned screw in (clockwise) until it coughed and started to die then backed screw out 1/4 turn.... this worked great for the middle and bottom carb but on the top carb I could screw it in all the way to seat while motor was running and it never affected the motor..... is this normal and if not what could be wrong inside the carb....

Motor has 125lbs of compression in each cylinder and fresh plugs... checked spark and the top cylinder is firing.....
Motor does idle in gear but a little rough and runs great in all ranges of throttle, just want it to run smoother so I can troll with it. Motor will die out after idling a little while but starts right up.
