You are possibly overpropped, but there are some other things to look at first.
Anti-ventilation plate. Is it at about the same level as the bottom of the boat? If not, make it so.
Engine tilt. Is the AV plate pretty much parallel with the boat bottom?
Is the throttle plate opening completely (horizontal) when WOT is applied?
Are the throttle and ignition timing synchronized exactly as called for in the Service Manual?
Is the boat bottom clean and smooth?
If all of the above are correct, you will need to borrow a tachometer to measure engine speed when at WOT (Wide Open Throttle) both with a single passenger (you) and with a second passenger.
