97 Fast Strike 115- Not charging and erratic tach

Today I noticed that my rpms were going to 0 when I gave it throttle. When I let up, it would go back around 2000. Then I looked at my fish finder and noticed my voltage was staying at 12.2 while the engine was running and didn't change at WOT. Is this a voltage regulator/rectifier problem?

Sure sounds like it or else a stator problem. Go to cdielectronics.com for trouble shooting procedures.

How can I test the stator to make sure it isn't the problem?

I checked and and couldn't find anything on checking the stator in the troubleshooting guide.

Here is video I just took. It's not doing what it was on the water yesterday. It was charging fine at 13.4 volts at idle. You can see the tach doing crazy stuff at the beginning. It pops up way high for no reason then settles back at 1k. I give it a little gas about halfway through and it rises like it should.
