97 horizon 190/OMC Cobra I/O tranny engagement?

My transmission does not engage predicatably recently. Sometimes it takes up to perhaps 30 seconds or so to engage after the shifter is placed in position. Other times, it engages right away. What might be causing this type of behavior?

Have you checked the gear lube?
Pull the back cover and make sure the shift arm on the shift mechanism is going all the way into both forward and reverse.
Best way to check is pull the prop off. Run the engine on muffs. Put in forward and see if you can move (By Hand) the shift arm further into the fwd. position

I know. I know, this may very well be a silly question, but how do you check the gear lube in these things?:(

It's the cable. Shifts fine with the cable disconnected. Order has been placed for the new one but I'm having trouble getting this one out. Disconnected from the control lever and the lower unit but the cable does not simply slide out like I expected. Is there a trick to getting these out?
