97 Mariner 40 hp 4 cylinder Magnum ELHPTO Won't start

I picked this outboard up cheap. Very low hour condition 120 psi. It was on an old wreck of a boat. It has typical key ignition that you push key in to choke but I don't see anything happening. IT will run for a few seconds if I squirt some gas into the carbs. Pushing up the lever for high idle on the control lever box does not seem to do much either? How can I get something to happen at the carbs to get it started?

Yes, fresh fuel. Have to check for choke plates. It seems so far that there is no choking, idle or timing advance.

I think the control box is played out and that is a lot of my problem. I spent considerable time on the junker already. For now, am looking to buy a good used one, then see what's up. Outboard is real nice. 40 hp with 4 cylinders...Wow, must run like a V-12 Jaguar.

Well, I got the new used throttle controller and put the cables on it and etc. and the outboard still does not want to start without spraying gas in the carbs. I think if there was a way to advance the throttle it would run. When I lift up the high idle and starter key in to choke nothing seems to happen except there is some type of arm that turns that is in front of the lower carb and seems to go down into the lower cowling, but seems to do nothing. I could not start it at all with the electric starter from the last time and noticed that it needed a new 20 amp fuse.

The arm seems to me to be the gear shifter. What I don't get is that the high idle lever on the control box makes that arm move a lot, but that seems to have nothing to do with high idle or choke to me. The fuel enrichment pump maybe is not working as that probably is what help starts the engine. I switched both cables around but they did the same thing as the top one moves the throttle linkage and the bottom the gear shift???
