97 venom 200 dies past idle

I have a 97 johnson venom 200
it starts and idles fine and i can disengage the prop and rev it out
and with the prop out of water i can rev it out in gear
problem is when im in the water and go to get up on plane once i throttle it up a little past idle it dies.
at first this problem was more intermittent and i thought i was running out of gas but last weekend i got one good run out of it and now it will not go past idle at all.

it seems like a fuel issue to me because as i throttle it up ever so slow i get to a point where it starts to chuggle just before its going to die and i can keep it there chuggling....if I throttle it back just a little the rpms will pick up and smooth out a little

when i first got the boat it had sat for like six months
i cleaned all the carbs, removed all the old gas from the tank and replaced the fuel filter. since then the motor probably has about 2-3 hours on it and this problem just started in the last hour.

spark is there on each hole
compression about 90 psi in each hole
spark plugs are new

any help would be much appreciated
