97 - Yamaha 115TLRV. Damage top of the trim cylinder, now what?

Due to a leak in my right trim cylinder I had to replace the seals in the trim cylinder end cap. This cap is the hardest stucking thing i've ever had to remove, and in the end i had to drill and chisel the thing out. In this process i have sadly come to damage the top of the cylinder, you can see the drill mark in the attached picture. The damage runs about an inch down into the cylinder.

I have tried resealing and reassembled with new cap, but cant get it to work properly. It trims out, but the tilt cylinder never kicks in.

1. How does this thing actually work? Is it like i think: The trim cylinders lift the first 15 degrees or so, and when the trim cylinders reach their top, the pressure rises and fluid is routed to the tilt cylinder which performs the rest of the lift? In my case, the pressure would probably never rise because fluid is routed around the piston seal in the damaged cylinder.

2. Can i fix this somehow? Epoxy filler? A new TnT house costs a fortune :(
