'98 225 runner starting and idle problem

Trying to get the boat ready for spring. Got it launched after winter layup. Started both motors (twin 98 ocean runners separate tanks) right up (that is a good thing). The starboard one ran for 30 seconds and quit. Would not start back up. The bulb was flat so I pumped it up again and tried to start all different ways. I follow the recommended starting procedure as I did the first time and it almost always works, but no dice. So I take the cover off to see whats up I also raise the motor up trimmed up but still in the water (this helps sometimes when it is hard to start). I also switched tanks and flipped the solenoid off. It started up pretty quick but required throttle advance to stay lit. Now I I know I messed up by trying a bunch of things at the same time and of course I don't know which one worked. So I switched the tank back and lowered the motor all the way down. It was a hard start but it worked so it looks like something to do with the primer solenoid which I left switched off. It still wouldn't stay lit at low rpms. So what is up with the primer solenoid. I thought it only came into play when starting or do I have a bad primer solenoid and a idle problem? I thought the bulb going soft was an indication of a fuel restriction but using the second tank and still having the idle problem eliminated that. I changed both remote fuel filters before launching, but they seem ok (no overt leaks). Also if it was a fuel restriction wouldn't the system warn me? Your help is always appreciated

Well it was suggested that the low speed carbs may be blocked. Sound reasonable? I was thinking fuel pump.

bulb flat indcates clogged vent in fuel tank, or clogged pickup. did you use seafoam in your fuel before winterizing? i agree look at the carbs. pushing the key in when starting activates the primper. although if you turned the red knob you manually primed the motor and fuel is allow to flow, thus flooding the motor. primer should stay in run postition and activated by the key

I did use a stabilizer in the fuel before putting away (same one I always use). I checked the fuel vent and there was some wax in it but not very much (wasn't blocked). I did get it started with the not in the run position but since then I started it normally. It still dies at lower than 1K rpm. I actually ran the boat on plane and WOT, but as soon as I slowed it cut out again.
