98 40hp merc 2 stroke

my brother is law is having some trouble with his motor. he just got it out of winter storage and it is buring twice as much gas as it should be any ideas on what could be th cause? thanks

Replace the plugs and decarb it with some Seafoam. If the motor was fogged over the winter, and fogged heavily all that has to burn off, and may have fouled the plugs/plugged the motor up with carbon. Try that and let us know what heppens.
