98 60* 115 Johnson issues

I have a 1998 Johnson 60* 115, when its in gear it won't go past 2500 rpm (SLOW mode), carbs are clean and no leaks, fresh gas and oil (in reservoir) vro pump is new, diode in harness was replaced. Pulled thermostats temporarily to run it cooler...no change. Disconnected temp sensors in both heads....no change. In neutral, in the water, i can rev up to 5000+...thinking the rev limiter shouldn't have let me do that...unless????....any ideas out there??

Stuck in SLOW. By the time you go though all the tests in the Manuel it says replace power pack.

My feeling is you're running on three cylinders, have confirm spark on all four?

It was firing on all four upon last run in the water and except for in gear under load it runs mint

just to satisfy a hunch....shouldn't the rev limiter be preventing me from over revving in neutral?????
