98 Johnson 90hp tilt and trim not working

Hello I have a model J90TSLECM and the tilt and trim motor works great from the switch on the motor but will not work from throttle switch OR when I try to jumper the 3 wire plug and harness coming from the relays. Could this be a problem with the relays even though it’s works on the motor switch?

Check the wiring going to the control switch.----Check the plug in connecter.----Doubt it is a relay issue if cowling switch works !

I’ve read that if I jumper the wires on the connector coming from the relay to controller that it should tilt up and down. I’ve tried this and doesn’t work

??----It uses the same relays for the cowling switch and the switch on the control box.-----Look the wires over carefully.
