98 Merc 150 EFI high voltage on guage

Hi all, I recently became a Mercury owner and am not at all familiar with the Mercury charging system. My guage reads about 18 volts when key is turned on and only 12 when key is off with no other switches on. I do have a 24 volt trolling motor and 3 batteries. 1 cranking and 2 trolling. The boat is a 98 Triton TR-18 if that helps. Is the voltage reading supposed to do this or showld I check into it?
