1998model#j15frec,lack of wot,rebuilt fuel pump & carb.found ilde mixture screw machined smooth-hence no idle mixture needle. did omc make epa changes to carb.found needle point welded in carb body,three holes drilled into idle circuit on top of carb body. engine now running w/wot & idles somewhat ok w/choke butterfly partially closed,any experience or ideas helpful. thanks
