i have a 99 evinrude ficht 225 that i cannot get started. the motor was running and starting fine about two weeks ago. now when i try to start it turns over very slowly. my batteries are fully charged and have been load tested (they are fine). my battery cables are good too. all connections are clean and tight. i am getting 12.6 volts to the solenoid, but only 9.3 at the starter when the key is turned. i had this problem wheni first got the boat a few years ago and i needed a new starter. the starter on the boat now has very little use on it, and i have also tried putting power directly from the battery to the starter with the same result. i have also tried putting power direclty to the starter with my booster 1500amp booster pack. trying a different starter has made no difference as well. not sure what would cause this? any input would be greatly appreciated.
