99 Mercury 40 HP 4 stroke stuttering at 3k

Hey folks I recently picked up a fisher 200 pontoon boat with a 40 hp motor. When I got it the motor didn't want to rev up at all. Would die when I tried to give it gas. I talked to a boat dealership they said most likely something in the carbs. I bought a rebuild kit and took the project on. I also replaced wires and plugs while I was at it. Found the fuel enrichment solenoid was bad and replaced it too. Boat still had issues. Almost the exact same. Took the plunge and dropped it off at a boat place. 2 weeks later and $350 bucks he had rebuilt the carbs again and resented them. Took the boat out and it would idle but would rev at all. Dropped back off the next day. 2 weeks later he said a part was installed in the carb backwards and was ready to go. Now the boat runs decent at idle up to 2k 2500 sputters and dies trying to go past that. A handful of times I was able to get it past 3k and it would run ok 4-4500 wouldn't go past. New fuel lines filter and primer bulb. Fresh gas all old drained. At a loss. Don't want to loose another 2 weeks to these guys. Any advice. Motor is a 99 40el serial number og822391 says max ramp is 6k however I have never seen that. It seems to run ok in a trash can. only under a load out on the water do I have these issues.

What happens when you are trying to get the higher numbers while you are squeezing the priming bulb? If it takes off or attempts to, I'd be looking at the fuel pump. Other thing is you could have bad fuel lines to or from the pump whereby the pump is sucking air rather than fuel. If after the pump, then you should have gas leakage signs around the fuel lines.

Edit: OOps missed the 4 stroke notation. What I said works on 2 strokers. You may have other issues. Give Faztbullet a shout.

Here is what I found Boat guy broke my carb and glued it back together. Now What??
