'99 Mercury Bigfoot 60HP. No Spark!

So, I loaned my boat to a friend (yeah, I know). It ended up being brought back to the dock by seatow. I pulled the cowling off and immediately saw the issue. 5 of the 6 wires coming out of the voltage regulator had melted together and caught fire. To make a long story short, I cut out all of the bad wire and replaced it. The engine is getting no spark. I figure with all the wires shorting out on the voltage regulator that it must be shot. I go buy a new one today for $175 and slap it in there in 5 minutes. Still, no spark. I guess I figured if I just threw some money at it without taking it to a qualified mechanic it would just start working for me. I guess I was wrong. I have a multimeter and a strong desire to fix this myself. Can anyone assist? This is what I know:
1.) Starter turns over the motor
2.) The cylinders are getting gas
3.) There are no more obviously damaged wires in the engine or at the helm.
4.) Fuses are good
5.) I will never loan my boat out again.

Still down guys. I have taken do drinking to dull the pain. Might start smoking next.
