9o hp merc dies every time i go to shift

90 percent of the time when i shift to nuetral then go to shift into gear my boat dies. it does it in forward and reverse. pain in the butt to get it on and off the trailer. just had 400 dollars on carb work and the mechanic claims it all set at factory settings. some posts talk about shifter cables? any ideas? it is a 1984 90 hp.
