I have a 1982 evinrude 28hp motor on a party bardge. While boating yesterday a buzzer sounded and I have no idea why or what it meant. I assumed it was because of over heating, but I checked the pee stream and it appeared to be steady and normal as usual. I have no owners manual to determine what is going on.

Get an owners manual ... it's likely overheating. Remove the motor cover if you hear it again and see if the powerhead is hot. You should be able to put your hand on it if it's normal temperature (~150°F). If it's overheated, time for service (water pump, maybe?).
