A little help please

Hello all. I picked up 1990 nitro tracker with a 90hp johnson motor. The steering was stiff so I did the recommended options of isolation. I disconnected the thing, lol, and the motor turned fine by it self. Then I proceeded to remove the rod from the boat. Rookie mistake didn't guide it into the hole so I had make a small cut where my controls and things come thru. Now to the business, after getting the rod out it was still stiff at the helm, although the cable would move in and out. It seems like the more I turned to the left the tighter it would get and then it would be tight when I turn back right then loosen up. I can hear a crinkled or something when I turn back right.
The person I bought it from said he tried to ,
The previous owner told me he replaced the steering wheel, tried to do something with the helm but couldn't get it off.
So a few questions
1. Would you replace the helm and steering cable?
2. What kind of helm is this, pics attached
3. How do I remove the helm
4. I'll take any advice you can give me.
5. With this setup do i need to lift the motor of the boat to install the steering cable. 90hp johnson

3. remove the 4 bolts clamping the rack to the helm (should only need new cable)

5. no

additional information - the cable part number is hot stamped on the cable jacket. you will find it when you remove the cable
