I am in desperate need of help. I have been working with my 1995 9.9hp evinrude outboard and I just can't fix the problem. The problem is when I throttle up the engine it sputters and dies. The engine starts first pull and runs full open when the choke is pulled out. The problem starts when I put the choke back in and crank it up, it just dies. I got brand new spark plugs (correctly gapped), so I am not sure what else I can do. Please help, really want to get on the water.

Check out the carb cleaning thread in the FAQ section.

I had the same problem with my ols 95 9.9 Evinrude. It went away after a while but the problem is most likely your carb. Try to choke it right before it dies, if that helps your carb needs to be cleaned and rebuild. Good luck.

fuel starvation, clean carbs, remove jets and clean, see the TOP SECRET FILE. Hardest part is dealing with the starter recoil. it has to come off as one unit, do not let it come apart. BOING.
