Adhesive for wrap-around insulation blanket

Guys,
The plastic "sock" that contains the insulation blanket on the inside of my wrap-around cover is coming off. Any ideas on what might be the best adhesive to reattach it ? Contact cement is flammable, epoxy doesn't stick well....... so I'm at a bit of a loss. What did the factory use???

I would suggest the spray adhesive. it should be strong enough, and is easy to use. it so not think it is flamable to any great extent, after it is dry. if your cowling gets hot enough for it to catch fire, you already have a fire in your engine....
