Do this with your carb:
Put in the water...on the back of the boat or in a barrel, make sure the intake is submerged. Turn the lower needle clockwise gently until it stops/seats, now turn it counterclockwise one full turn. Turn the upper needle clockwise gently until it seats, now turn it counterclockwise one and one-quarter turn. Get it running and throttle up to FAST, now turn the lower needle clockwise slowly until it runs best (my 58 18 hp FD-11 likes to be at exactly 3/4 turn out from seated). Keep it running and let it warm up, then throttle down to slow and turn the upper needle CW or CCW until it runs best. Turning the lower needle CW increases rpms and leans it out, CCW slows rpms and richens the idle circuit. If your carb is clean you will eventually find both sweet spots, but you may have to fine tune a little out on the lake if you do this in water barrel...making the adjustments on the lake is recommended. Once they are set, mark the face plate with a reference mark for both and memorize the number of turns out from gently seated. Now you're set to go.

Tash.... I went to that FAQ section and clicked and clucked for about 20 minutes but got nowhere. Is it not perfected yet, or am I overlooking something?

Joe, It's not you.....I was in the FAQ ealier today and it was fine, (except for the junk/mis-filed posts). The Mods really do need to address the cleaning up, so to speak, of the forum. I'm sure the powers that be are working hard on locking out any erroneous posting...and that's a good thing.

(Carburetor Adjustments - Two Adjustable N/Vs)
(J. Reeves)

Initial settings are: Bottom high speed = seat gently, then open 1 turn out. Top slow speed = seat gently, then open 1-1/2 turns.

Setting the high and low needle valves properly:

NOTE: For engines that DO NOT have a shift selection, obviously there is no NEUTRAL position. Simply lower the rpms to the lowest setting to obtain the low speed needle va /lve adjustment.

(High Speed) Start engine (it will run pretty rough), shift into forward gear, take up to full throttle. In segments of 1/8 turn, wating for the engine to respond between turns, start turning in the bottom high speed needle valve. You'll reach a point whereas the engine will either start to die out or spit back (sounds like a mild backfire). At that point, back out the needle valve 1/4 turn. Within that 1/4 turn, you'll find the smoothest setting.

(Low Speed) Slow the engine down to where it just stays running. Shift into neutral. Again in segments of 1/8 turns, start to turn the top needle valve in. Wait a few seconds for the engine to respond. As you turn the valve in, the rpms will increase. Lower the rpms again to where the engine will just stay running. Eventually you'll hit the point where the engine wants to die out or it will spit back. Again, at that point, back out the valve 1/4 turn. Within that 1/4 turn, you'll find the smoothest slow speed setting.

When you have finished the above adjustments, you will have no reason to move them again unless the carburetor fouls/gums up from sitting, in which case you would be required to remove, clean, and rebuild the carburetor anyway.
