I am replacing my remote control box and cables on my 84 Johnson 60 hp. Any suggestions as to how to adjust the length. Using the old cables for their length is not an option.

Make sure the gear shift in the control box is in neutral and the cold start lever is locked down.
Make sure the engine is in neutral and the throttle linkage is against the idle stop.
Adjust the knurled knobs on the engine end of the cables until the cable ends slip onto the proper pin.

Sounds good. Once I have done that, is that it or will there be any "fine tuning"?

Nope, that's it, you should be good to go.

Re: Adjusting remote control cables

That worked like a charm. Another question if possible. I hit a stump and knocked a hole in this boat. Just finished getting it back together. When I started it (it started and ran better than it has since I got it) but the flow of water coming from the engine (I think it is the cooling water) is not as strong as it was. Is there some way to know what is sufficient and what to check if it is not. I haven't put it in the lake yet, just using earmuffs.

Check that the tell tale isnt partially blocked first,a pin put in there can increase its flow suddenly by a few hundred percent.
Also muffs can sometimes not provide the best watersource for the impellor and it will improve when put in the water or barrell
