What a find! Fantastic web site.
I have a 1988 Evinrude 100 XP and there is moisture/bubbles coming from just above where the pulse hose fastens to the bottom of the VRO diaphram.
It is not the hose/nipple connection. It is a molded plastic piece about 2" x 3/4" and about 1/2" thick. It is connected to the bottom of the diaphram clam shell somehow so it must have an "O" ring or gasket. The bubbles are coming from where the two come together. There are no screws to dissamble and I'm afraid to try to pop it off. There are what looks like slotted plastic plugs in each end but they won't come out readily. I can't find a schematic online. Hopefully someone has dealt with this before. Thanks in advance.

Re: Air leak/bubbles on VRO

Looks like Evinrude made the vro/fuel pump to NOT come apart at that seam. It is a press fit and once separated would probably not seal back adequately. I was able to gently pry the seam open slightly, clean with carburator cleaner, and apply epoxy all the way around the seam. I pressed it back together with a furniture clamp. After that cured I put a bead of marine sealent all the way around. Don't know how long it will hold but it works great for now.
