Is it the Flywheel that's actually coming to a Stop,.........
Or,...
Are there Other Motor Issues causing this Symptom...??....

I guess You've got to figure out WHAT's Hitting, What.........

If you've been using the snowblower right along, and no parts are sticking out from under the flywheel,I think you have internal engine problems.A thrown rod comes to mind. But it is unusual for it to turn 1 1/2 turns each way before jamming.Generally the flywheel will turn less than a full turn each way with internal damage.

DHP

Take a look at the starter for a broken piece there jamming,or some recoils[rope start] have a little dog on them so you can't start when engine is running,it may be jammed out also

You have to open the crank case to unbolt the lower end of the connecting rod. What caused it to break? Common cause is from running out of oil. In those situations, the cylinder and rings and piston often need replacing and block needs a honing or bore job. If you are lucky the crank bearing is OK.

Is it OHV? Check to see if the valves took a smack from the piston.

Depending on the level of damage, it might be cheaper to buy a new motor from one of the discount motor dealers.

Shop around. Used motors at the local repair shop are often available cheap. But then again, you might get away with just sticking a new connecting rod in there and live with a smokey exhaust. It will use oil quickly, and the life span is questionable.

Good luck.
