I just went through the exact same thing with my 95 Skeeter w/ a 94 200hp Vindicator.

What year is yours?
I can give you some suggestions, and see where they take you. I've talked to just about every tech in my Tri-State area along with Evinrude, and the Outboard Wizard himself.
1st... a constant tone indicates overheating or a fuel restriction. At least on my model. Low oil is a chirp every 40 seconds, and no oil is a siren like a high and low tone alternation. If you just 'cut out' it could be a fuel flow restriction.
2nd... make sure there aren't any crimped oil or fuel hoses. Squeeze both oil and fuel bulbs.
3rd ... make sure you have good water pressure coming from the tell-tale while it is hooked up to the hose. You should be able to run the engine for 5 minutes or more, and the water still be cool to luke warm to the touch.
4th.... start unhooking sensors starting with your temperature sensor switch. Then go to your oil reservoir switch ... etc ...
5th.... check your in line fuel filter.
Man I could go on and on. I have a whole list of things you can check. Mine ended up being a short that caused the warning horn switch to open. The part that caused this ....... my aerator switch.

It was pulling too much power on the constant hot wire, and this triggered a warning with my system.
