Almost runs

1988 9.9 new gas but motor has not been run for a while. Linkage appears to be correct it is pumping fuel everything's in the right direction.
I can get the sputter and start sometimes but this when it does run it runs only one RPM you can accelerate it and if you try to decelerate it it dies spark plugs look good assuming dirty carburetor. Did I forget something and it and it's something else? BTW it is getting good spark.

Yep, carb is a good first to rebuild, and water pump impeller needs to be done as well.

A 1988 is surely a screwed up DIY carburetor rebuild.
Like leaving OUT those tiny gaskets under different threaded brass tubes. Or O rings on mixture needles. Or drilling out those tiny Lead plugs in some of the fuel passages. And unable to correctly replace them.
