Alpha 1 Gen 1 Shift problems

Is there a way to test the lower shift cable WITH THE OUTDRIVE OFF? I have trouble shifting to neutral from forward or reverse. Tested the shift interrupt switch and it works as supposed to.The boat engine is a 165 hp 1987 Mercruiser. Have adjusted the upper and lower cables when the outdrive was on.

With the black sleeve disconnected from the shift plate and using grease on your thumb and forefinger it should move easily the full travel, but difficulty coming out of gear, IN THE WATER with a load on the prop is a sign of a non working switch.
If it still operates ON LAND you have a damaged lower shift cable

How did you test the switch? If you press and engage the switch and the engine dies, then you know the switch is working. But there is also an adjustment that is possible / necessary. If memory serves, it is only supposed to require something like 1/8" of movement before the switch is activated. You may need to bend the metal arm to get it to engage sooner. There is a specification listed in the manual for the movement... I will see if I can find it.

I just tested the switch with an ohmmeter to see that it opened and closed.
