alternator problem

I have a 99 stingray 192rx with a 4.3 mercruiser. It has a backfiring problem and wont run over 3000 rpms acts like it is butting up against a rev limiter, I've checked the fuel system and it passes with flying colors and I just rebuilt the motor so it has good compression. Any way someone suggested the alternator/voltage regulator may be bad causing a weak spark so I decided to check the alternator and everything tests good except for the sensing circuit test. I am getting 0 volts so I check the wiring schematics and see the slave solenoid and the lead from the starter behind the 55 amp fuse in the circuit so I test for power there and I am geeting battery voltage at both locations so now I'm thinking I got a bad connection where all the pieces come together. So I start removing tape till I come to the junction and everything is solid. Now I think the wire must be broken somewhere inside between the junction and the plug at the alternator so I check for continuity and I have it 0 resisitance. Could something else be causing this and to could this problem be causing low voltage to the coil which could cause the backfire. Also one more thing the dashboard gauge is reading close to 16 volts but when I measure across the bat and alternator I'm only getting 13.7 -13.9 volts. Any ideas, thoughts, musings or does anybody know a good exorcists I'm feeling this thing might be possesed Thanks Kent

Your voltage reading on the battery indicates that the alternator/regulator system is all good. Backfiring could indicate timing is wrong, fuel mixture is too lean, or the valve timing is wrong.
